In order to improve their practice, teachers need:
- documented and regularly reviewed goals
- ways of measuring progress
- evidence from multiple sources to reflect on performance, including through classroom observation
- access to high quality professional learning to support development
- regular formal and informal feedback.
A strong and supportive culture will help to ensure that teachers get the most out of the performance and development opportunities at their school.

While it is acknowledged that principals have a central role in creating these conditions they cannot be driven by one person alone. A truly effective approach is characterised by a shared commitment amongst teachers to take control of their own development.
