Stephen Elder has been Director of the Catholic Education Office in the Archdiocese of Melbourne since December 2006. A member of the Victorian Parliament from 1988–1999, he was Parliamentary Secretary to the Minister for Education from 1992–1999.

A former teacher, he received an honorary award from the Australian Council for Health, Physical Education and Recreation and the Victorian Association for Gifted Education in 1998, and in 2002 received an award from the Victorian Aboriginal Education Association for the Highest Contribution to the Benefit of Koorie Education. Among his other appointments, he is a member of the Senate of the Australian Catholic University and the National Catholic Education Commission, a Director of the Catholic Education Commission of Victoria, a Director on the Board of Management of Church Resources, and a Director of Catholic Network Australia Ltd.
